Holland Conservation Commission


Minutes of Commission meeting held on November 13, 2007.

Present:  Mary vandenBerg, Chairperson, Steven Anderstrom, Patricia Caron, Howard Fife, Rolf Hilbig and James Wettlaufer.

7:00 p.m.  Chairperson called the meeting to order.

7:05 p.m.  The minutes of November 6, 2007 were read and accepted and will be distributed.

7:10 p.m.  We received a Request for Certificate of Compliance from Andrew Harhay of 430 Mashapaug Rd. DEP File #184-0205.  A site visit will be done on Thursday, November 15, 2007 at 3:00 p.m. by Agent Howard Fife and James Wettlaufer.

We received from the Office of the Executive Secretary a Notice concerning Charles Breen’s tree cutting on his property at 75 Sandy Beach Rd. on Saturday, November 11, 2007.  Mary vandenBerg, Chairperson noticed tree work in process, stopped and inquired if they were trimming, cutting or removing trees.  Mr. Breen told her he was trimming.  She informed him that he needed an approval from the Conservation Commission for cutting trees 100 feet from the water.  He was advised to get a Procedure Sheet from the Town Hall. Motion was made that a letter and a Procedure Sheet be sent to Mr. Breen requesting that he presents his intentions to the Conservation Commission.  All were in favor.

7:25 p.m.  Rocco D’Amato presented his plot plan to construct a single family home on Brimfield Rd. Map 14, Parcel B, Lot 4.  Having no Conservation issues, Mary vandenBerg signed Procedure Sheet #2007-1241.

7:30 p.m.  The Public Hearing of a Notice of Intent for Catherine Frohn of 17 Leisure Dr. DEP File #184-0223 to construct a patio and decks within the 100 foot buffer zone and refurbish the shoreline bank was presented by Jeffrey Frohn.  No abutters came.  Following discussion, motion was made to approve the project.  All were in favor of closing the hearing at 7:40 p.m.  Mr. Frohn gave us a check for $60.00 paying his Legal Ad.

7:50 p.m.  Nick Gravel presented Procedure Sheet #2007-1245 for a David Tromblay of 9 White Rd. Map R-07-A-16 to restore a stone wall lakeside.  All were in favor of the project.  Mary vandenBerg signed the Procedure Sheet.

8:00 p.m.  The continued Public Hearing of a Notice of Intent for Robert Terwilliger of 49-51 Sandy Beach Rd. Map R-36-K7-8 DEP File #184-0213 to construct a single-family house, driveway, septic, well and associated grading was presented by Mark Farrell of Green Hill Engineering.  Present were Robert Terwilliger, son-in-law Kevin Ciaglo and abutter Brad Noble.   The Order of Conditions are to include that no trees are to be removed from the hay bale line to the lake.  Following discussion, motion was made to approve the project.  All were in favor of closing the hearing at 8:15 p.m.

Members signed the Order of Conditions for: Catherine Frohn, DEP File #184-0223; Adam Brode DEP File #184-0222 and Robert Terwilliger, DEP File #184-0213.  Signatures were notarized by Kristin LaPlante.

8:25 p.m.  Alfred DePeau of 5 Shore Dr. requested the removal of a choke cherry tree on the street side of the property.  Motion was made to approve the project.  All were in favor.  Mary vandenBerg signed the Procedure Sheet with the condition that the stump be left.
Motion to adjourn was made, seconded and approved by all. Meeting adjourned at 8:35 p.m.
